It appears to be made of copper or a similar conductive, non-magnetic metal.

I have a vague memory of my Dad saying that long, conductive screwdrivers like this were used to short-circuit capacitors in TV and oscilloscope repair. The tip of this screwdriver has several small pits or melted spots that look like they were made by arcing.
